Situation
A Victorian Local Council engaged Terra Firma in 2026 to design an organisation-wide AI and automation programme.
The Council sought to identify and prioritise AI opportunities across four operating divisions, establish governance and data maturity foundations, and develop a business case and multi-year roadmap to guide future investment and adoption.
Solution
Terra Firma assessed organisational AI readiness and developed a prioritised transformation roadmap, consolidating hundreds of opportunities into a single evidence-based programme of work aligned to organisational priorities and implementation readiness
Our Approach
- Facilitated discovery workshops across four operating divisions, identifying approximately 300 AI and automation opportunities.
- Reviewed sector-wide local government AI use cases to benchmark opportunities and inform prioritisation.
- Developed assessment frameworks covering governance, risk and data maturity.
- Assessed opportunities against value, organisational readiness and implementation considerations.
- Evaluated enabling technology capabilities and future-state requirements.
- Developed a business case and multi-year roadmap for executive endorsement.
Outcomes
This work established the foundations for future AI, automation and data-driven transformation by identifying AI and automation opportunities across the organisation. Terra Firma implemented repeatable governance, risk and data maturity assessment frameworks, enabling a structured approach to evaluating opportunities and improving prioritisation and investment decision-making. Opportunities were validated against sector benchmarks and leading practice to ensure alignment with proven outcomes, resulting in Executive Leadership Team endorsement of the prioritised roadmap and programme of work.
